The short answer

If you withdraw your EPF balance before completing five years of continuous service, it is usually taxable. The tax is worked out by recomputing each earlier year as if the fund had never been recognised. Payments of ₹50,000 or more also suffer 10% TDS. Transfer the balance to your new employer's recognised PF, or to NPS in full, and neither consequence arises. Always check the exemptions before you withdraw.

The four exemptions in Schedule XI

Schedule XI, Part A, paragraph 8 of the Income-tax Act, 2025_Bill.pdf) excludes the accumulated balance from income if any one of these conditions is met:

ConditionWhat it means for you
Five or more years of continuous serviceService with an earlier employer counts, if that employer's balance was transferred into this account
Service ended by ill-health, contraction or closure of the business, or another cause beyond your controlKeep the termination letter; it is your evidence
The balance is transferred to your new employer's recognised provident fundThe usual route when you change jobs
The whole balance is transferred to the notified NPS schemeMust be the entire balance, not part

The first condition is why transfers matter. Suppose you worked three years at one employer, transferred the balance, then worked two and a half at the next. That gives five and a half years of continuous service. The same career with a withdrawal in between restarts the count.

What "as if unrecognised" does to your tax

Paragraph 9 says that when none of the exemptions applies, the tax for each year of membership is recomputed as if the fund were unrecognised. The excess over the tax you actually paid is payable in the year of withdrawal. Recomputing takes earlier years' incomes, the fund's year-by-year credits, and any section 123 deduction you took for your own contributions under the old regime. The employer or a chartered accountant should produce the add-back figures; do not guess them.

Once you have them, the arithmetic is mechanical. Here is a hypothetical case: you joined on 1 April 2025, left in December 2026 and withdrew the balance. You were on the new regime throughout, so no section 123 deduction was claimed. The add-backs are placeholder figures.

YearOriginal total incomeAdd-back (placeholder)Recomputed incomeOriginal taxRecomputed taxExtra
FY 2025-26₹11,80,000₹30,000₹12,10,000₹0₹10,400₹10,400
Tax year 2026-27₹13,50,000₹22,000₹13,72,000₹85,800₹89,232₹3,432
Total₹13,832

FY 2025-26 falls under the Income-tax Act, 1961. Its new-regime slabs and ₹12,00,000 rebate threshold are the same as for tax year 2026-27, as the department's AY 2026-27 page shows. That is why one tax function can be used for both rows here. For any earlier year, the rates were different, so take them from that year's rules.

The FY 2025-26 row shows the damage a small add-back can do. ₹30,000 pushes income just over the rebate line, where marginal relief caps the tax at ₹10,000 plus cess. A year that had no tax suddenly owes ₹10,400.

python
# Synthetic incomes and placeholder add-backs. New regime slabs, which are
# identical for FY 2025-26 (1961 Act) and tax year 2026-27 (2025 Act).
def new_regime(ti):
    steps = [(400000, 0), (800000, .05), (1200000, .10), (1600000, .15),
             (2000000, .20), (2400000, .25), (float("inf"), .30)]
    tax, prev = 0.0, 0
    for top, rate in steps:
        tax += max(0, min(ti, top) - prev) * rate
        prev = top
    return 0.0 if ti <= 1200000 else round(min(tax, ti - 1200000) * 1.04, 2)

def recompute(years):
    extra = 0.0
    for label, income, add_back in years:
        delta = new_regime(income + add_back) - new_regime(income)
        print(f"{label}: extra tax {delta:,.2f}")
        extra += delta
    return extra

def tds_on_withdrawal(payment, exempt):
    return 0 if exempt or payment < 50000 else round(0.10 * payment)

total = recompute([("FY 2025-26", 1180000, 30000), ("TY 2026-27", 1350000, 22000)])
print("total extra:", total)
print("TDS on a 1,60,000 withdrawal:", tds_on_withdrawal(160000, exempt=False))

TDS is a deposit, not the bill

Section 392(7) requires the fund to deduct 10% TDS where the payment is ₹50,000 or more and paragraph 8 does not exempt it. On a hypothetical ₹1,60,000 withdrawal, that is ₹16,000. It is credited against your final liability. In the example the recomputed extra is ₹13,832, so about ₹2,168 comes back when you file. If your earlier years sat higher in the slabs, the TDS may fall short and you pay the balance with the return.

Before you press withdraw

  1. 1Count your continuous service, including transferred balances.
  2. 2Check whether your exit falls under the "beyond your control" condition, and keep the documents that prove it.
  3. 3Ask whether the new employer runs a recognised fund, and transfer rather than withdraw.
  4. 4Consider a partial withdrawal instead. EPFO's wage-ceiling FAQ describes partial withdrawal of up to 75% of the eligible balance after a year of service. We have not verified how a partial withdrawal is taxed. Confirm that before treating it as tax-free.

A career break to retrain is a common reason people reach for PF. If that is your plan, our Generative & Agentic AI add-on is a 3-month programme, live online with optional in-person labs at our Noida centre. The contribution mechanics behind the balance are in where your PF money goes.
