The short answer

Most of your payslip does not change when your NCR office is in Delhi, Noida (Uttar Pradesh) or Gurugram (Haryana): income-tax TDS and provident fund are governed by national law. What can change are the state-level lines, such as a labour welfare fund contribution or professional tax, plus state rules on working hours, holidays and night work. Check each state line against the state's own labour department, not against a colleague's payslip from another state.

Three states, one metro area

Delhi NCR is not one jurisdiction. The National Capital Territory of Delhi has its own government. Noida and Greater Noida sit in Gautam Buddh Nagar district of Uttar Pradesh, and Ghaziabad is another UP district. Gurugram and Faridabad are districts of Haryana. So two analysts on the same team, one hired into a Gurugram entity and one into a Noida entity, can see slightly different payslips even at identical pay.

The state that matters is usually the state of the establishment you are employed by and work from, which your offer letter and appointment letter should name. If your employer has offices in all three states and you are hired into one but asked to sit in another, ask HR which state's registration covers you.

Sort your payslip lines by who sets them

Use this table as a checklist against your own payslip. The right-hand column tells you where to verify, instead of trusting a number you heard.

Two of those rows need more care.

Labour welfare fund: confirmed in Haryana, check the rest

Haryana has a Labour Welfare Fund under the Labour Welfare Fund Act, 1965 as it applies in Haryana, administered by the Haryana Labour Welfare Board. The Haryana labour department's site, hrylabour.gov.in, lists it and carried a contribution-deadline notice for 31 January 2026 when we checked in September 2026. We did not find the current contribution rates on a page we could verify, so we are not printing them. If your Gurugram or Faridabad payslip shows a small "LWF" deduction, compare it with the rate notified on that site.

For a Delhi or UP office, look for an LWF line on your payslip and, if there is one, ask HR which Act and notification it is made under. If there is none, that is not automatically an error.

Professional tax: check, do not assume

Professional tax is a state levy, and several states charge it through the employer. Whether a given NCR state levies it right now is exactly the kind of fact that gets repeated from old forum posts. We could not confirm the current position for Delhi, Uttar Pradesh and Haryana from an official source while writing this, so here is how to check it yourself:

  1. 1Look at your payslip for a line labelled PT, P. Tax or Professional Tax.
  2. 2If it is there, ask HR for the state Act and the registration number under which it is deducted.
  3. 3If a friend in another NCR state has it and you do not, ask HR whether your state levies it at all. It usually means the states differ, not that someone forgot.
  4. 4Search the state finance or commercial tax department's own site for the Act, not a payroll vendor's blog.

What else follows the office state

Not every state difference shows up as a deduction. These affect your working life:

  • Shops and establishments rules. Offices that are not factories are generally registered under the state's shops and establishments law, which covers working hours, overtime, weekly holidays and leave. Delhi, UP and Haryana each have their own. Haryana lists its Shops and Commercial Establishments Act, 1958 among its labour e-services.
  • Women working at night. News reports say Delhi notified in October 2025 that women may work night shifts in shops and commercial establishments with written consent and safety measures, and that Uttar Pradesh issued a government order in November 2025 allowing night work between 7 pm and 6 am with registered consent and employer security duties. We did not find an equivalent recent Haryana notification. If you are offered a late shift, ask HR which rule they follow; our night-shift question list has more.
  • Public holidays. State holiday lists differ, and so does an employer's festival holiday calendar. Ask for the list before you plan leave around a festival.

A five-minute audit of your first payslip

When your first payslip arrives, do this once and save the result:

  1. 1Write down every earning and deduction line, with the amount.
  2. 2Tag each line using the table above: central, state or employer-specific (meal cards, insurance top-ups, loan recoveries).
  3. 3For each central line, recompute it roughly. EPF, for example, is normally a percentage of wages as defined for EPF, which may not equal your basic pay.
  4. 4For each state line, note the Act or notification HR quotes.
  5. 5Log in to the EPFO member portal once your UAN is active and confirm the contribution for that month appears.

This is also a good first spreadsheet exercise if you are moving into analytics: one row per line, a category column, and a formula that reconciles gross minus deductions to net pay. It is the same reconciliation habit our Data Analyst programme builds over 3–4 months, applied to a document you already care about.

If you change states without changing jobs

Being transferred from a Noida entity to a Gurugram entity of the same group is, for payroll purposes, often a move between two employers or two registrations. Ask whether your EPF account continues under the same UAN (it should), whether state deductions start and stop in the month of transfer, and whether a new appointment letter will be issued. Keep both payslips for the transfer month.

State rules and notices described here are as of September 2026. Recheck them on the official state sites before acting on them.
